DHSE Merit cum Means scholarship for BPL students was introduced by the Government of Kerala for students whose parents come under the BPL (Below Poverty Line) Category. The scholarship provides a fixed amount of INR 5,000 to each candidate based on their merits and other order of preference. 

The DHSE of Kerala Government has introduced the scheme in the year 2007 as economic aid to the meritorious students of the higher secondary board who belongs to weaker sections of the society.  

Note: The DHSE Merit cum Means scholarship application for 2023 still needs to be updated. However, the expected date for 2023 will be declared soon.

DHSE Merit cum Means Scholarship for BPL students Eligibility Criteria

To avail the scholarship, an applicant must satisfy the following criteria:

  • The applicant must be studying in a higher secondary board from a government and aided schools.
  • The scholarship is reserved for higher secondary students from Kerala.
  • Parents or Guardian of the student must come under the BPL category.
  • To be selected for the scholarship, a candidate must have secured excellent grades in their SSLC or equivalent examination.
  • The attendance weightage of the student should be at least 70 percent.
  • Applicants from differently-abled category should produce the medical certificate showing that they have at least 40 percent disability.

Rewards and Benefits DHSE Merit cum Means Scholarship for BPL students

The scholarship scheme has sanctioned an amount of INR 698 lakhs.

  • Every year, the Government of Kerala distributes a particular number of scholarships to each school.
  • The scholarship provides a fixed amount of INR 5,000 to each candidate.
  • The amount will be directly transferred to the account of the beneficiaries. 

Scholarship Reservations

Reservations are provided for the scholarship based on the specified conditions:

  • The scholarship reservation preferably considers medal winners of sports/games at the national level and then state level.
  • In the absence of medal winners, participation at the national level or state level can also be considered 

Under any category, the certificate shall be produced by the candidate.

  • Students obtained A grade in the State youth festival is considered for the scholarship reservation.
  • In the absence of any candidate under any category, the quota will be passed to the next eligible candidate of the order of preference, i.e., in the absence of ST student, quota shall pass to SC student and vice versa.
  • Community status of the SC/ST candidates will be verified with respect to the school records.

Selection Committee will fill up the prescribed formality for eligible candidate selection and shall keep the record for future review.

DHSE Merit cum Means Scholarship Application Process

Students are not required to apply by themselves for the scholarship, as the Principal of the respective schools is responsible for the eligible candidate selection and application:

  • Selected students are advised to present all the required documents to their school principal.
  • The school principal will register all the application in form (2).
  • Select the candidates based upon the criterion and register them in the form (3).
  • Upload account details.

Renewal of Scholarship

The following conditions must be satisfied to renew the scholarship:

  • Students obtained scholarship in the first year are eligible for the renewal of the same in the second year. 
  • For the scholarship renewal, each student shall obtain at least 70 percent attendance
  • They must have obtained minimum D+ or above grade in the annual examination at least through two chances.

DHSE Merit-cum-Means Scholarship for BPL students Selection Criteria

A selection committee constituted by the scholarship board is responsible for identifying the eligible candidates, the selection committee has consisted of the following members.

  • Principal (Chairperson) 
  • The headmaster of the school (Member) 
  • PTA President (Member)
  • Staff Secretary (Member)
  • A teaching staff representative elected by the staff council (Member)

Note: One of the members should be a woman. 

The selection committee will shortlist eligible students strictly based on the following guidelines.

  • The weightage of Grade Point Average (WGPA) of the SSLC or the equivalent examination without bonus points is the deciding factor for the merit list. Also, BPL List issued by the authority taken as deciding means.
  • If two or more students belong to BPL Category with equal WGPA, then the order of preference is as follows:
  • Candidates whose parents are no more.
  • Children of husbandless mothers.
  • Children of widows or legally divorced mothers.
  • Students with the father alone as the custodial parent.
  • Children of parents with an incurable disease.
  • Candidates whose parents are differently-abled.
  • A student with any one of the parents working in any traditional industries like Cashew, Coir, Beedi, Handloom, Brick, Pottery, Match industries, Tile making industries, etc.
  • Parents with no house of their own.
