The Ministry of Human Resource Development (MHRD) provides financial assistance to deserving students for higher education through the MHRD scholarship in India. The MHRD provides National and External scholarships for the applicants, and different departments provide several schemes under the MHRD. 

 The candidates must pursue a regular Medical/ Engineering course from an AICTE-recognized college with a score of at least 80% marks in class 12 to satisfy the MHRD scholarship eligibility criteria. Moreover, the scholarship provides external scholarships in collaboration with the governments of different countries under the cultural exchange program. The MHRD scholarship's last date was January 31, 2024.

MHRD Scholarship List 2023-24

MHRD Scholarship Eligibility Criteria 2023-24

The MHRD higher education scholarship is awarded to deserving students who have passed class 12. The objective is to encourage deserving students to obtain a quality education. Tabulated below are the MHRD scholarship eligibility criteria:

Central Sector Scholarship Scheme for College and University students

  • The applicant should be pursuing a regular Medical/ Engineering course from AICTE/ DCI/ MCI recognized college.
  • They should have scored at least 80% marks in class 12.
  • The annual family income of the applicant should not exceed INR 8,00,000 from all sources.
  • Students receiving any other scholarship are not eligible to apply.
  • The candidates pursuing studies through distance learning/ correspondence cannot apply for the MHRD scholarship India.

Prime Minister Special Scholarship Scheme (PMSSS) for Jammu Kashmir

  • The applicant should be a domicile of Jammu Kashmir.
  • They should have passed class 12/ 10+3, a diploma from the J&K board, CBSE or J&K state polytechnic.
  • Students willing to study outside Jammu & Kashmir can also apply.
  • The annual family income of the applicant should not exceed INR 8,00,000 from all sources.

National Scheme of Incentive to Girls for Secondary Education (NSIGSE)

  • The candidate should be a girl child belonging to SC/ ST studying in class 9.
  • The applicant should have passed the class 8 examination from Kasturba Gandhi Balika Vidyalaya.
  • She should be pursuing studies from a government/ local-body/ government-aided school.
  • The applicant should be unmarried and below the age of 16.

National Means cum Merit Scholarship

  • The MHRD scholarship is open for students studying in class 9 to continue their studies until class 10-12.
  • The candidate should have scored a minimum of 55% marks in the class 8 examination (5% marks relaxation to SC/ ST students).
  • To appear for the selection test for the scholarship, the applicant should have scored a minimum of 55% marks or equivalent in class 7.
  • The annual family income of the candidate should not exceed INR 1,50,000 from all sources.

Prime Minister’s Research Fellowship (PMRF)

  • Students studying in the first year or completing BTech, MTech or integrated MSc from IIT/ IISc/ NIT/ IISER can apply.
  • Candidates admitted through JEE/ UCEED/ KYPY/ SCB can also apply to the MHRD scholarship.
  • Students who have completed the course in the past five years can also apply.

AICTE Pragati Scholarship for Girls

  • Girl students who have taken admission in the first year of a diploma/ degree program from an AICTE recognized college could apply to an MHRD higher education scholarship.
  • The annual family income of the applicant should not exceed INR 8,00,000.
  •  Up to 2 girl children of the same family are eligible to apply.

AICTE Saksham Scholarship Scheme

  • Differently-abled candidates with a disability level not less than 40% can apply.
  • They should have taken admission in the first year of a technical degree/ diploma course at an AICTE recognized college.
  • The annual family income of the applicant should not exceed INR 8,00,000.

Commonwealth Scholarships in the United Kingdom

  • Students who have completed or are about to complete their undergraduate/ postgraduate degree can apply to the MHRD commonwealth scholarship.
  • They should have scored a minimum of 65% marks in Science and 60% in Social Science.
  • The applicant should not be more than 40 years of age.
  • The candidate should be enrolled in an MPhil degree which leads to a PhD at a UK university.

New Zealand Commonwealth Scholarships

  • Students willing to study in New Zealand can apply.
  • The applicant should have scored a minimum of 65% marks in undergraduate/ postgraduate courses.

Chinese Government Scholarships

  • The scholarship is open for the undergraduate, postgraduate, doctoral, general scholar, and senior scholar level of studies.
  • Undergraduate students should have passed class 12 with at least 60% marks and less than 25 years of age.
  • Postgraduate students should have passed the undergraduate level with at least 60% marks and less than 35 years.
  • Doctoral-level students should have passed postgraduation with at least 60% marks and should be less than 40 years of age.
  • General scholars should have completed at least two years of undergraduate studies with 65% marks and below 45 years.
  • Senior scholars should be associate professors or have a postgraduate degree with at least 60% marks and below 60 years of age.

 

South Korean Government Scholarships

  • This MHRD scholarship scheme is open for the postgraduate/ doctoral/postdoctoral level of studies.
  • For the postgraduation level, the candidate should hold a graduation degree with less than 40 years of age.
  • For the doctoral level, the applicant should hold a postgraduation degree and must be below 40 years of age.
  • The candidate should hold a doctoral degree/ diploma for the postdoctoral level and be below 45 years of age.
  • Biotechnology/ electronic engineering applicants should have secured at least 65% marks in the last qualifying examination.

Japanese Government Scholarships

  • This MHRD scholarship for PhD students is open for research-level, a master level and PhD degrees.
  • The scholarship applies to Humanities, Social Science, Management studies, Mathematical Science, Chemistry and Chemical Engineering, physics, etc.
  • The applicant should be less than 35 years of age.
  • For a masters degree and research level, the candidate should have a bachelor's degree with a minimum of 65% marks.
  • For a PhD degree, the applicant should have a master's degree with a minimum of 65% marks in the relevant field.

Italian Government Scholarships

  • The MHRD scholarship is open for pursuing a Master's degree/Ph.D./ Research/ Italian language and culture courses.
  • For a Masters' level of studies, the applicant should be a graduate from India below 28.
  • For the PhD level, the candidate must meet the qualification and entry requirement of the Italian University along with their acceptance letter and should be less than 30 years of age.
  • The applicant should submit the research project and the admission letter for the research level and be less than 40 years of age.
  • For the Italian language and culture courses, the candidate should submit a proficiency certificate in the Italian language.

Mexican Government Scholarships

  • The MHRD scholarship is open for specialisation/ Master’s degree/ doctorate/ graduate-level research.
  • The applicant should hold a bachelor's/Masters's/PhD degree with a GPA of 80 on 100.
  • The students should have enrolled in a course from any one of the participating institutions. 

Israel Government Scholarships

  • Students who hold a letter of acceptance from an Israeli university/ supervisor can apply to this MHRD scholarship.
  • He/ she should have a master’s degree in research/specialization in Chemistry/ Biology/ Agriculture/ Economics/ Biotechnology/ Environment studies/ Business management/ mass communication.
  • For the Hebrew language and Literature course, the applicant should be pursuing postgraduation in the same subject.
  • Proficiency in the English/ Hebrew language is a must. 

Brazilian Government Scholarships

  • The applicant should be 18-25 years of age.
  • They should have passed class 12 with a minimum of 60% marks overall and at least 60% in English subjects.
  • Students studying in class 12 can also apply provided they submit the final mark sheet and board certificate during enrollment at a Brazilian university.
  • Proficiency in the Portuguese language is also a must.

Presidential Scholarships, Sri Lanka

  • Candidates pursuing graduation courses except Engineering/ Dentistry/ Medicine can apply.
  • The age of the applicant should be less than 25 years.

Ms Agatha Harrison Memorial Fellowship

  • Applicants who maintain a uniform academic record with at least a 60% postgraduation level with a PhD in the same field can apply for the fellowship.
  • Scholars between the age of 30-40 years can apply.
  • Students should incline History/ Political Science/ Economics.
  • After completing a PhD, the applicants should have teaching experience of at least three years at the graduate/ postgraduate level.

MHRD Scholarship Amounts

The Government awards the MHRD scholarship amount to the selected students based on the level of study and scheme. The details of the MHRD scholarship amounts availed by the students under each scheme are as follows:

Central Sector Scholarship Scheme for College and University students

  • INR 10,000 per annum for graduation level.
  • INR 20,000 per annum for the postgraduation level.
  • INR 20,000 per annum for the 4th and 5th years for students pursuing 5-year professional courses.

Prime Minister Special Scholarship Scheme (PMSSS) for Jammu Kashmir

  • The MHRD scholarship India offers an academic fee is provided.
  • Maintenance charges of INR 1,00,000 to be paid in 2 instalments.
  • INR 1,25,000 per annum to cover tuition fees for Engineering courses.
  • INR 3,00,000 per annum to cover tuition fees for Medical courses.
  • INR 30,000 per annum to cover tuition fees for general degree courses.

National Scheme of Incentive to Girls for Secondary Education (NSIGSE)

  • INR 3000 per annum with interest.

National Means cum Merit Scholarship

  •  INR 6000 per annum (INR 500 per month).

Prime Minister’s Research Fellowship (PMRF)

  • INR 70,000 per annum for the 1st and 2nd years of study.
  • INR 75,000 per annum for 3rd year of study.
  • INR 80,000 per annum for the 4th and 5th years of study.
  • Additional research grant of INR 2,00,000 per annum for five years.

AICTE Pragati Scholarship for Girls

  • INR 30,000 tuition fee or actual (whichever is lesser).
  • Incidental charges of INR 2000 per month for ten months every year.

AICTE Saksham Scholarship Scheme (popularly known as MHRD GATE scholarship)

  • INR 30,000 tuition fee or actual (whichever is lesser).
  • Incidental charges of INR 2000 per month for ten months every year.

Commonwealth Scholarships in the United Kingdom 

  • A stipend of 1065-1306 British Pounds per month.
  • Airfare, tuition fees.
  • Clothing allowance, thesis grant, study travel grant.
  • Child allowance (if applicable).

New Zealand Commonwealth Scholarships

  • Cost and living allowance
  • Full tuition cost
  • Medical and travel insurance
  • Research assistance

Chinese Government Scholarships

  • Full scholarship includes tuition fees, accommodation, medical insurance, and a monthly stipend.
  • Partial scholarship includes one or a few items of the full scholarship.

South Korean Government Scholarships

  • Settlement allowance of 2,00,000 Korean Won.
  • Monthly allowance of up to 1,50,000 Korean Won.
  • Research allowance of up to 2,40,000 Korean Won per semester.
  • Fully covered language training fees, degree tuition fees.
  • Reimbursement of dissertation fees.
  • Medical insurance of 20,000 Korean Won per month.
  • Korean proficiency grant of 1,00,00 Korean Won per month.

Japanese Government Scholarships

  • A stipend of 1,43,000 Yen per month.
  • Tuition fee exemption.
  • Round trip airfare.

Italian Government Scholarships

  • Monthly stipend of EUR 900.

Mexican Government Scholarships

  • Tuition and registration fee for the course.
  • Health insurance and Visa expenses.
  • Monthly stipend of 9800 Mexican Peso for Masters and specialization courses.
  • Monthly stipend of 12,251 Mexican Peso for doctoral and postdoctoral studies.

Israel Government Scholarships

  • Full scholarship includes tuition fees, basic health insurance and a monthly allowance for an academic year (8 months only).
  • Partial scholarship includes tuition fees, basic health insurance and a monthly allowance for an academic year (8 months only).

Brazilian Government Scholarships

  • Full tuition fees waiver.

Presidential Scholarships, Sri Lanka

  • Tuition fees and registration fees.
  • Free study Visa.
  • Settlement allowance of 10,000 Sri Lankan Rupees.
  • Monthly living allowance of 30,000 Sri Lankan Rupees.
  • Reimbursement of airfare.
  • Reimbursement of TOEFL/ IELTS examination fees.

Ms Agatha Harrison Memorial Fellowship

  • 29,944 British Pounds that includes stipend amount, travel allowance, and other administrative charges.

MHRD Scholarship Selection Process

Around 82,000 MHRD scholarships are given under the Central Sector scholarship scheme. 41,000 MHRD scholarships are for boys and girls. The scholarship providers follow a selection process to award the scholarship to deserving candidates based on merit or financial need. Central Sector Scholarship Scheme for College and University students

  • Candidates will be selected based on merit as per the state allocated quota.
  • Verification of the application will be done at two levels- Institution level and State Education Board level.

Prime Minister Special Scholarship Scheme (PMSSS) for Jammu Kashmir

  • Students are selected based on merit.

National Scheme of Incentive to Girls for Secondary Education (NSIGSE)

  • All eligible girl students will receive the scholarship under this scheme.

National Means cum Merit Scholarship

  • The committee will select the candidates based on the Mental Ability Test (MAT) and Scholastic Ability Test (SAT) conducted by each state/ UT.

Prime Minister's Research Fellowship (PMRF)

  • The reviewers first shortlist the application form.
  • Selection is done based on the performance of the applicant in the written test or the interview at the nodal institute.

AICTE Pragati Scholarship for Girls

  • The selection of students is done through merit based on the marks scored in the last qualifying examination.

AICTE Saksham Scholarship Scheme

  • The selection of candidates is done based on academic merit.

Commonwealth Scholarships in the United Kingdom

  • The selection committee of the Commonwealth Scholarship Commission selects the applicants based on academic merit, quality of study plan, and the potential impact of the students' work on the development of their home country.

New Zealand Commonwealth Scholarships

  • Selection is based on the interview done by the providers for the shortlisted candidates.

Chinese Government Scholarships

  • Candidates are selected based on merit and the performance in the interview conducted by the selection committee.
