The Bikash Bhavan scholarship, also called the Swami Vivekananda Merit-cum-Means Scholarship (SVMCM) is an initiative by the state government of West Bengal. The Bikash Bhavan scholarship offers financial assistance to meritorious students from the economically weaker sections. The state government provides this scholarship exclusively to the West Bengal domiciles studying class XI to postdoctoral leavel. Also, the Kanyashree recipients (K-2) are eligible for the Bikash Bhavan scholarship scheme. Interested students can visit the official portal to submit their applications. The last date to apply for the Bikash Bhavan scholarship still needs to be updated. However, the expected date for 2023 will be declared soon.

Bikash Bhavan Scholarship Eligibility Criteria

The Bikash Bhavan scholarship is awarded to economically backward students belonging to West Bengal state. The general and specific eligibility criteria along with the eligible courses under each category for the scholarship application are given below:

General Eligibility Criteria

  • The applicant should be a domicile of West Bengal state.
  • They should be pursuing studies at the post-madhyamik level or above such as class 11/ class 12/ undergraduate level/ postgraduate level/ doctoral degree at an institution/ college in West Bengal.
  • The candidate should have passed out from a state board, the council of secondary/ higher secondary education, Madrasah education, or a state university.
  • The annual family income of the applicant should not exceed INR 2,50,000 from all sources.

Specific Eligibility Criteria

Education Level Eligibility Criteria

Higher Secondary Level

  • The applicant should have cleared the Madhyamik Pariksha or equivalent examination with an aggregate of 75% marks.
  • Students belonging to the states other than West Bengal are not eligible for the scholarship.

Diploma/ Polytechnic Level

  • The applicant should have cleared the Madhyamik Pariksha or equivalent examination for the 1st year Diploma course with an aggregate of 75% marks.
  • The candidate should have cleared the higher secondary examination or equivalent for the 2nd year diploma course in Modern Office Practice & Management/ Pharmacy/3D Animation & Graphics with an aggregate of 75% marks.

Undergraduate Level

  • The applicant should have cleared the higher secondary examination, Madrasha Siksha Pariksha, or equivalent with an aggregate of 75% marks.

Postgraduate Level

  • The applicant should have studied the honors subject at graduation level with at least 53% marks in the last qualifying examination.
  • The candidate should have studied the honors in Engineering subjects at graduation level with at least 55% marks in the last qualifying examination.

Kanyashree Applicant (K-3)

  • The applicant should possess a valid sanctioned K-2 ID.
  • The candidate should currently be pursuing a postgraduate course in either Arts/ Science/ Commerce.
  • The applicant should have passed the graduation level with at least 45% aggregate marks.

MPhil/ Non-NET/ NET-LS Research Fellow Applicants

  • The applicants pursuing a Ph.D. degree/ MPhil degree from a state-funded institution/ university are eligible for the scholarship.

Bikash Bhavan Scholarship Rewards and Benefits

The Bikash Bhavan scholarship is awarded to the deserving students based on the course and the level of study he/ she is pursuing. The course-wise scholarship benefits are given below:

Bikash Bhavan Scholarship Application Process

The Bikash Bhavan scholarship application is a fully online process and the submitted applications are sorted based on the marks obtained by the candidates and their financial need. The scholarship is disbursed to the selected candidates’ bank account purely based on the availability of funds. The step by step application process is given below:

Step 1- Registration

  • Firstly, the interested applicants should visit the Swami Vivekananda Merit-cum-Means Scholarship official website to apply for the Bikash Bhavan scholarship.
  • He/ she should click on the ‘Registration’ tab in the top right corner of the home page.
  • The candidate should fill up and submit the Bikash Bhavan scholarship online registration form.
  • On successful registration, an applicant id of 15 characters is generated which should be used to login to the portal and complete the further steps in the application process.
  • The applicant id is required for future correspondence.
  • The candidate should download the registration slip or should note down the applicant id for future use.
  • The applicant id is also sent to the registered email address.
  • The applicant should enter a valid email id and mobile number during registration and an OTP will be sent to verify the mobile number.
  • The Kanyashree applicants (K3) should fill up the authentication form with details such as K2 application year, Kanyashree id, name of the applicant, date of birth, father’s name, and mother’s name.
  • After successful authentication, the K3 applicants are forwarded with the registration form and the rest of the process is the same as the fresh application process.
  • If the applicant has forgotten his/ her credentials, the same can be retrieved using the ‘Forgot Applicant ID/ Password’ option on the applicant login page.

Step 2- Login to the portal

  • After successful registration, the applicant should log in to the scholarship portal using the applicant id, password, and captcha displayed on the page.
  • The candidate should then fill up the rest of the Bikash Bhavan scholarship form.
  • He/ she should upload a scanned copy of the image and signature in the prescribed format and size.
  • The image and signature should be in JPG/ JPEG format.
  • The size of the JPG image/ signature should be between 20 KB to 50 KB.
  • The size of the JPEG image/ signature should be between 10 KB to 20 KB.

Step 3- Upload Required Documents

  • After the successful submission of the application form, the candidate should upload all the necessary documents.
  • The documents should be in PDF format and the size of the document should not be more than 400 KB.
  • The candidate should choose the competent authority by whom the income certificate is issued.
  • Both fresh and renewal candidates should submit a different set of supporting documents along with the application.

Step 4- Application Submission

  • After successfully uploading all the supporting documents, the candidate should recheck the application and click on the ‘Submit Application’ button to complete the Bikash Bhavan scholarship application process.
  • He/ she should download the 2-page verification certificate.
  • One is the applicant copy and the other is the Institution copy.
  • The candidate should get the signature from the respective Head of Institution on the applicant copy and should upload the same on the scholarship portal.
  • After the application submission, there is no provision to make changes in the application details. 
  • If there are any changes to be done, the applicant should approach the concerned Head of the Institution to unlock the application.
  • After unlocking, the candidate can edit the details in the application form.

Bikash Bhavan Scholarship Documents Required

The important documents to be uploaded along with the Bikesh Bhavan scholarship application form are given below.

Documents to be submitted by the Fresh Applicants/ Kanyashree Applicants

  • Marks card of the previous qualifying examination
  • Admit card of the Madhyamik Pariksha or equivalent examination
  • Copy of the income certificate of the applicants’ parent/ guardian
  • Copy of the income affidavit in the prescribed format
  • Domicile certificate issued by the concerned authority
  • Copy of the first page of the bank passbook with the account number and IFSC code displayed
  • Voter ID/ Ration card/ Aadhar card
  • Recent passport size photograph with the prescribed size between 10 KB and 50 KB
  • Scanned copy of the institute verification form which is authenticated by the respective Head of the Institution
  • Note: The institution verification form is obtained online on the scholarship portal after the submission of the scholarship application form. The candidate should get the institution verification form authenticated by the Head of the Institution and should upload the same to the portal.

Documents to be submitted by the Renewal Candidates

  • The undergraduate applicants should submit the 1st-semester and 2nd-semester mark sheets for the 2nd-year scholarship renewal.
  • The undergraduate applicants should submit the 3rd-semester and 4th-semester mark sheets for the 3rd-year scholarship renewal.
  • The Postgraduate level applicants should submit the 1st-semester and 2nd-semester marks sheet for the 2nd-year scholarship renewal.

Bikash Bhavan Scholarship Selection Criteria

The Bikash Bhavan scholarship is a merit-cum-means scholarship and provides the scholarship to the deserving students based on academic merit and financial need. The other selection criteria are listed below.

  • All the submitted applications under the different categories are firstly sorted in the descending order of the marks scored by the applicant and the income criteria.
  • The merit list is then generated accordingly and based on the availability of all the required documents submitted by the candidate, the scholarship amount is disbursed to their respective bank accounts.
  • If the candidate is suspected of giving out false information or forged documents, the scholarship amount provided to the candidate should be refunded immediately.
  • Such applicants are forbidden to apply for any other government scholarship in the future.
  • Any legal actions relevant to the current law would be imposed on such candidates by the scholarship providers.

Bikash Bhavan Scholarship Renewal Process

All the scholars who avail of the Bikash Bhavan scholarship should renew it annually. The renewal is applicable only for certain courses and is based on the academic performance of the scholar. The renewal criteria and the step by step renewal process are given below.

Bikash Bhavan Scholarship Renewal Criteria

  • The candidates transitioning to the Undergraduate/ Diploma level should have scored at least 60% marks in the higher secondary level.
  • The applicants willing to renew the scholarship at the Postgraduate level should have scored at least 50% marks in the Undergraduate/ Diploma level.
  • The candidate should have cleared all the examinations in the first attempt to be eligible for the scholarship renewal.

Bikash Bhavan Scholarship Renewal Process

  • The renewal candidates should visit the Bikash Bhavan scholarship online application portal.
  • He/ she should click on the ‘Renewal Application’button on the home page.
  • The candidate should log in to the portal using the registered login id and password.
  • The student should enter all the required details in the Bikash Bhavan scholarship renewal form and upload all the supporting documents.
  • Finally, the candidate should click on ‘Submit’ to complete the Bikash Bhavan scholarship renewal process.
