The eligibility criteria to join UVCE (University visveswarayya college of engineering) is students have to write an entrance exam like D.C.E.T (Diploma), C.E.T (PUC). To join UVCE the students should have the rank within 1000 in the competative exam.There is no rule that only Karnataka Students can join this college, other state students can also join by writing the entrance exam.The typical cutoff for UVCE is 1100. Once the students get passed in the competitive exam they will have to select UVCE college in their respective C.E.T accounts. Based on the ranks and other categories like physically challenged students, NCC, 371(G) Cast students will be allotted to accordingly.
You should get good CET ranking to get BE civil seat in University Visvesvaraya College of Engineering, Bangalore. If you are from OBC it will be easier to get a seat than general merit student. If you have any national level sports certificate or NCC A certificate it will also help in getting a seat easily although your CET ranking is less.
