NISER, Bhubaneswar, was founded in 2006 by Dr. Manmohan Singh, the former Prime Minister of India. The institute aims to be a leading institution in the country for science and research, renowned for its exceptional education and infrastructure. The National Institute of Science Education and Research (NISER), Bhubaneswar, provides a comprehensive program offering both five-year integrated MSc and Ph.D. degrees in pure and applied sciences. To gain admission into the five-year Integrated MSc program in basic sciences (Biology, Chemistry, Mathematics, and Physics) at NISER, candidates are required to take the National Entrance Screening Test (NEST), which is mandatory.
NISER Hostel Fees
Students who are not from NISER but have received approval from the competent authority to engage in short-term projects, visit, or participate in conferences, may be provided hostel accommodation if it is available.
They would be required to pay Rs. 20 per day for accommodation. If their stay exceeds 30 days, they must also submit a caution deposit of Rs. 2000. For those students who stay for more than 30 days, they are required to pay monthly hostel fees and provide a copy of the bill to the hostel office.

NISER students who wish to extend their stay in the hostel beyond the approved period must submit a copy of the approval from the competent authority to the hostel office well in advance. If a student stays in the hostel without any approval, a penalty of Rs. 500 per day will be charged.

Accommodation in NISER Hostel
Candidates can refer to the information below regarding the accommodation guidelines by the NISER.
- Eligibility: Students who have registered for the semester through the academic section are eligible for hostel accommodation.
- Room Assignment: Accommodation can be in single or shared rooms, and room assignments are made randomly.
- Furnishings: Each hostel room is equipped with a cot, chair, table, fan, LAN port, electric plug points, and switches. Students are responsible for the upkeep of the furniture and fittings in their room. They need to bring their own mattresses, mosquito nets, and other personal requirements.
- Extended Absence: Students planning to go abroad or outside for more than a month should inform the Wardens Council to avoid their rooms being locked by hostel authorities.
- Vacating the Hostel Room:
- Integrated M.Sc. students should vacate their rooms within 7 days after completing the final examination.
- Ph.D. students should vacate their rooms within 15 days after the thesis defense.
- Ph.D. students who have submitted their thesis and will join a job/postdoc outside NISER before the thesis defense must vacate their rooms before joining the position.
- Students who discontinue their studies, are on a break, have their registration canceled, are allotted apartments/quarters within the campus, or have permission to reside off-campus must vacate their hostel rooms within 7 days.
- All dues should be cleared, and keys should be handed over to the hostel office during working hours to complete the necessary formalities. Failure to do so may result in the forfeiture of the deposit amount.
- Summer Vacation: Integrated M.Sc students need to vacate their rooms during the summer vacation.
- Leave Application: Students leaving the campus overnight must submit a leave application through IMS (Integrated Management System).
- Room Inspection: The hostel authority reserves the right to check hostel rooms at any time.
Accommodation Rules for Project Students, Summer Interns, and Visitors
Below are the rules mentioned for project students, summer interns, and visitors regarding the accommodation by the NISER.
- Eligibility: Students from outside NISER who are engaged in a summer project, visiting the institute, or participating in a conference with the approval of the competent authority may be provided hostel accommodation based on availability.
- Accommodation Fee: A daily accommodation fee of Rs 20.00 is applicable.
- Duration of Stay: If the duration of stay exceeds 30 days, the student must pay a cautionary deposit of Rs 2000.00 and submit monthly payment receipts for the hostel fee to the hostel office.
- Refund of Caution Money: At the end of the visit, the cautionary deposit will be refunded upon submission of a no-dues form.
- Accommodation for Project Students with HRA: Students working on an R&D project who are availing House Rent Allowance (HRA) may be provided accommodation in the hostel, subject to availability.
- Extension of Stay: NISER students seeking to extend their stay in the hostel beyond the approved period must obtain approval from the competent authority and inform the hostel office well in advance. In such cases, the student may need to vacate the current room and move to a different room in another hostel. Staying without proper approval will result in a penalty of Rs 500.00 per day.
Safety and Security Restrictions

- Security Personnel: Each hostel is provided with a dedicated security guard.
- Personal Belongings: The Institute will not be held responsible for any loss or damage to the residents' personal belongings.
- Room Locking: Occupants must use their own lock and key to secure their rooms and are responsible for the safety of their belongings.
- Key Handling: Handing over the room key to non-residents or allowing casual use by friends is strictly prohibited.
- Cooking Prohibition: Cooking inside the rooms is strictly prohibited.
- Electrical Appliance Usage: Usage of electrical appliances with a power rating of 1000W or higher is not permitted in the rooms.
- Safety Precautions: Residents should avoid visiting places that are generally considered dangerous, such as unmanned water bodies, forests, hills, and the terrace of the hostel, as designated lifeguards may not be present.
Hostel Dues in NISER
- Residence Certificate: After clearing all hostel dues, students can request a residence certificate through IMS (Integrated Management System).
- Vacating Rooms: Students should only vacate their rooms during office hours and must hand over the room key to the hostel office.
- Deposit Refund: The advance deposit amount will be refunded via bank accounts only after the room is vacated and all hostel dues are cleared.
- Room Shifting: Members who have been allotted new rooms must shift to the new accommodation within 2 days from the date of allotment and return the old room. Failure to do so will result in the cancellation of the new room allotment.
- Room Shifting/Vacating: Members must shift or vacate the rooms they occupy when a notice is issued by the warden or chief warden.
NISER Hostel: Dos and Don'ts
Candidates planning for the hostel accommodation must adhere to the below-mentioned rules and regulations and follow them.
Dos
- Submit a duly filled-in hostel leaving form if leaving the work station (Jatni and Bhubaneswar) or leaving the NISER campus with the intention to return after 11:00 PM.
- Observe "quiet hours" from 11:00 PM to 07:00 AM every day.
- MSc students must return to their hostels by 11:00 PM and stay in the hostel until 06:00 AM, except when authorized by their PI or departmental chairperson for project purposes.
- Turn off lights and fans when leaving the room and ensure corridor lights are switched off after 6:00 AM.
- Conserve water and electricity by using them responsibly.
- Use the internet responsibly, avoiding access to pornographic content and online games declared dangerous or illegal.
- Maintain cleanliness in your room and on campus.
- Take responsibility for keeping common areas, such as corridors, bathrooms, and common rooms, clean and free of litter.
- Pay hostel and mess bills on time.
- Be vigilant about outsiders on the hostel premises.
- Uphold discipline within the campus.
- Cooperate with the hostel administration.
Don'ts
- Strictly prohibit any form of ragging, both direct and indirect, on campus.
- Cooking food in the room is strictly prohibited.
- Smoking is strictly prohibited on campus.
- Consumption or storage of alcoholic beverages or drugs within the hostel premises is not permitted.
- Opposite-gender visitors are not allowed in the hostel rooms.
- Do not bring guests to your room without official permission.
- Respect your roommate and neighbors by avoiding actions that disturb them.
- Do not throw garbage or litter from balconies or windows.
- Avoid wasting food, water, and electricity.
- Keep the hostel and campus clean by refraining from littering.
- Avoid playing in the hostel corridors.
- Do not keep pets in the hostel.
- Refrain from bringing newspapers or common furniture to your room.
- Group visits by students to other hostels (more than 2) are not allowed after 12:00 AM.
- Students are not allowed to use induction heaters, fridges, coolers, gas stoves, etc., inside hostel rooms.
- Steel trays/utensils should not be taken outside the dining area. Violations may result in a fine of ₹500/- per day.
