Five Xs surround a central P atom. Cl is bulky, claiming the spacious triangular plane. Tiny F gets pushed to the molecule's "peaks." Dipole moments (bond tugs-of-war) can cancel if pointed oppositely. In PCl3F2, Cl dipoles cancel, making it non-polar. PF3Cl2 has a lone F dipole in the plane that can't cancel Cl dipoles, resulting in a polar molecule.
