The NIRF Ranking 2025 has been released for Open and Skill University in September 2025. IGNOU has topped the NIRF Ranking 2025 for Open University while the Symbiosis Skills and Professional University dominates the Skill University list.
The Ministry of Education (MHRD) in India has introduced skill universities and open universities as a new category in the NIRF Ranking 2025. The NIRF Ranking 2025 was released for 16 categories in 2025 including engineering, architecture, medical, agriculture, university, colleges, overall, etc. Indira Gandhi National Open University in Delhi tops the Open University category and Symbiosis Skills and Professional University in Pune secured rank 1 in the Skill University category.

NIRF Ranking 2025 for Open University is introduced as one of the new categories among the 16 categories in the NIRF 2025 ranking. A total number of 12 universities participated in the NIRF Ranking Open University category 2025.

The IGNOU tops the NIRF Ranking 2025 for the Open University category. IGNOU offers various undergraduate and postgraduate programs in streams such as science, arts, humanities, literature, commerce, etc.
The university has developed nearly 50 programs including Master of Arts in Sustainability Science, Bachelor of Library Science, Bachelor of Arts in Urban Studies, etc. IGNOU has a current headcount of 722114 pursuing 3-year undergraduate programs. In terms of infrastructure, the university has spent the Capital expenditure for the previous 3 years on New Equipment for Laboratories, workshops and the renovation of other buildings on the premises.

The Karnataka State Open University has secured the second spot in the NIRF Ranking 2025 for the Open University category. As per the data submitted by the university to the ministry, 21478 students who pursued 2-year postgraduate programs out of which 19650 passed.
The list of courses offered at the Karnataka State Open University are Bachelor of Arts (BA), Bachelor of Commerce (B.Com), Bachelor of Science (BSc), BBA, BCA, BEd, BSW, and B.Lib.I.Sc under the undergraduate program. The postgraduation courses are MA, MSc, M.Com, MBA, MSW, M.Lib.I.Sc, and MCA.
