Rajiv Gandhi National Fellowship (RGNF) for SC/ST Candidates is funded by Ministry of Social Justice & Empowerment and Ministry of Tribal Affairs and is executed by University Grant Commission. The scheme is open to candidates who belong to Scheduled Caste & Scheduled Tribe and wish to pursue higher studies such as regular and full-time M.Phil. and Ph.D. degrees in Indian Universities/ Institutions/ Colleges approved under Section 2(f) and 12(B) of the UGC Act and in Non-Universities/ Institutions in the following subjects :

  • Sciences
  • Humanities
  • Social Sciences
  • Engineering & Technology

This scheme was introduced keeping in view the social background of the candidates for the deprived section of the society. Their main objective is to provide fellowships in the form of financial assistance to students belonging to SC/ST to pursue higher studies. Unemployed SC/ST Candidates who have passed the Post Graduate examination in concerned subject and who desire to pursue full-time research without JRF of UGC-NET or UGC-CSIR NET can be benefited from the Rajiv Gandhi National Fellowship (RGNF) for SC/ST Candidates scheme.

Applications are accepted through online mode once in a year through advertisement in leading newspapers and Employment News. The total period of fellowship is for five years, with no further provision of extension.

Total 2667 Fellowships are available under RGNF for SC/ST Candidates, out of which 2000 are for students belonging to Scheduled Caste and 667 are for students belonging to Scheduled Tribes.


Rajiv Gandhi National Fellowship (RGNF) Eligibility Criteria:

  • The candidate should belong to Scheduled Caste or Scheduled Tribe and should have passed the Post Graduate examination.
  • The candidate should be a citizen of India.
  • The candidate must register for M.Phil./ Ph.D. at the first available opportunity but not beyond a period of two years from the receipt of award letter.
  • Unemployed SC/ST Candidates who have passed the Post Graduate examination in concerned discipline and who desire to pursue full-time research without JRF of UGC-NET or UGC-CSIR NET.
 Reward Description

Rajiv Gandhi National Fellowship (RGNF) Rewards:

The following benefits will be provided to the candidate during the period of the fellowship:


Payable Amount

Fellowship in Science, Humanities and Social Science for JRF

Rs.16000 per month for initial two years
 Rs.18000 per month for remaining tenure

Other Contingency allowances

Contingency Allowance for Humanities & Social Sciences

Rs.10000 per annum for initial two years
 Rs.20500 per annum for remaining tenure

Contingency Allowance for Science, Engineering & Technology

Rs.12000 per annum for initial two years
 Rs.25000 per annum for remaining tenure

Departmental Assistance

Rs. 3000 per annum per student to the host
institution for providing infrastructure

Escorts/Reader assistance

Rs.2000 per month in cases of physically handicapped & blind candidates

  • Medical Allowance: No separate medical allowance will be paid to the candidates but they can use the medical facilities available at the University/Institution.
  • Leaves: Fellows are permitted with leaves of maximum 30days excluding public holidays and there is no further provision of vacation.
    • Maternity leaves: Female Candidates are eligible for maternity leaves of 135 days with full rates of fellowship.
    • Leaves for Teaching Assignments: Fellows can get leave of one year if they accept any teaching assignment in the same city. But during that period of time, the benefits of the fellowship will not be granted.
  • HRA: Fellows will be provided with single-seated hostel accommodation in the University/Institution. If fellow makes their own arrangement that he can claim the amount by producing required certificates.
  • Period of Fellowship: Initially RGNF for SC/ST Candidates will be offered for 2 years but it can be extended further for a period of 3 years after evaluating the work done by the fellow. If improvement is found it will be furthermore extended for 2 years. This combines to form a fellowship offered for a total of 5 years.
  • Transfer of Fellowship: The fellowship can be transferred from one university to the other by the fellow after the permission of UGC and after settling accounts with the previous university.
    • No Objection Certificate: Candidate must also obtain NOC from both Institutions/Universities.
 Application Process

Rajiv Gandhi National Fellowship (RGNF) Application Process:

Candidates willing to apply for the fellowship need to make an online application for the fellowship on the official website of Rajiv Gandhi National Fellowship (RGNF). The details related to the application are as follow:

  • Mode of application: The applications can be made online at the official website of the University Grant Commission.
  • Application Form:  The online application form is divided into two sections and the details regarding the information to be entered in each section are as follow:
    • Section 1: In the first section applicants need to enter the details related to the State, Caste, Physical Status, Personal details such as Name, Father’s Name, Mother’s Name and DOB along with the Contact details.
      • After entering all the required information, applicants need to click on Save and Continue in order to advance to the next section of the online application form.
    • Section 2: This section is about the details related to the academic qualifications and research information.
      • Candidates need to enter the details related to their qualifying examination i.e. Post-Graduation examination and the details related to the institute, Topic of Research, Details of Supervisor, Scholarship details and employment status.
    • Documents to be uploaded: Scanned copy of the following documents should be uploaded while filling the online application form:
      • Mark sheets: Upload scanned copies of the mark sheets of post-graduation.
      • Institution Certificate: Upload a scanned copy of the certificate issued by the Head of the Department /Institution stating that the necessary facilities will be provided to the fellow if the applicant is selected for the fellowship.
  • No offline applications are accepted from the candidates.
  • Submission of Application: Candidates need to complete and submit the online application form. There is no need to send any printed document or application form to UGC.
 Selection Process

Rajiv Gandhi National Fellowship (RGNF) Selection Process:

  • Applications received will be evaluated, and shortlisted by the Commission. 
  • The selection for the fellowship will be done on the basis of merit list prepared out of all the applications received for the fellowship and as per the procedure of the commission.
  • If selected for the fellowship, the joining report of the candidate, signed by Supervisor/ HOD is to be sent to University Grant Commission through the Registrar /Director /Principal in order to release of the grant for the first year.
  • The decision of the Commission will be final and binding.
  • On receiving the UGC award letter, the Institution/ Bank may pay the fellowship amount to the fellows.
  • The Commission reserves the right to withdraw/ cancel the award without specifying any reason.
  • If a fellow wishes to end the fellowship during the tenure, it should be done with the prior approval of the University/ Institution/ College and the Commission.
  • The fellow shall submit half-yearly progress reports to the university, in the month of June and December, and the University/ Institution/ College will maintain a record of progress by obtaining the same.
